WHY DO MOST CUSTOMERS DONT SPEAK TRUTH ?

Most companies dodge suppliers with giving big enquiries to get price benefit and orders less - many take tool/gauge design for their products from qualified suppliers and orders few or never orders - when aasked for feedback, they say design is ok and are waiting for their HO or Customer's approval - which we come to know after a long time, that their statement iis false. HOW DO WE HANDLE THIS ???
